Team Carney, Inc. is supporting the Department of Homeland Security in providing comprehensive training and curriculum development for national border security agents. The Instructional Systems Designer will transform technical procedures into engaging web-based training, ensuring federal agents receive effective and interactive learning experiences.

Responsibilities

• Design Excellence: Lead the instructional design lifecycle—from needs analysis and storyboarding to final evaluation—using ADDIE and SAM models
• Develop Interactive Media: Build rich, engaging CBT/WBT courses utilizing authoring tools like Articulate Storyline, Adobe Captivate, or Lectora
• Ensure Standards: Ensure all e-learning courses are Section 508 compliant and adhere strictly to SCORM, xAPI, and LMS deployment standards
• Collaborate with SMEs: Work hand-in-hand with federal stakeholders, instructors, and Subject Matter Experts (SMEs) to translate complex tactical aviation or maritime safety concepts into clear, educational designs

Skills

• Minimum of 2 years of experience in instructional design, specifically focused on computer-based training (CBT) and web-based modules
• Professional certification in Instructional Design, Education, or Training and Development
• Mastery of Articulate Storyline, Adobe Captivate, or similar rapid-authoring systems
• Ability to obtain and maintain a federal background suitability check
