Overview

We are currently seeking an experienced Public Relations Specialist to support the Cybersecurity and Infrastructure Security Agency (CISA) efforts to develop and implement a digital media marketing and outreach effort; and provide expertise, advice, and recommendations to CISA OCHCO staff to develop and execute a strategic marketing and outreach campaign plan focused on reaching the skilled, motivated, and diverse talent CISA needs to meet critical mission requirements. This position is full time, 100% remote and short-term.

Responsibilities

Develop an overarching marketing and outreach campaign plan for CISA and ensure overall marketing communications and offline strategies defined in the plan, as well as enterprise and sub-component positions, are fully coordinated across CISA and with the CISA and DHS public affairs offices. Create written products such as articles, storylines, blogs, job opportunity flyers/advertisements, web content, etc., and similar deliverables, for both internal and external to CISA audiences. Layout and execute illustrations and graphics in black and white or color using digital software and computer-generated professional graphics to create visualizations for websites, print, program materials and reports, and marketing following U.S. Web Design System, DHS and CISA protocols. Create, review, and affirm all final products conform to Section 508 standards for accessibility and useability. Participate in weekly status meetings and reviews of the CISA marketing, outreach campaign plan, and associated lines of effort with CISA OHC and sub-component teams. Provide quarterly updates on the status of campaign plan lines of effort, including identification and analysis of trends among targeted communities, quantitative and qualitative analysis of performance data, and analysis of market competitors. Assist and support the CISA staff at events in the local commuting area(s), including but not limited to recruitment events, hiring events, and job fairs. Consult and brainstorm with staff to develop innovative ideas, concepts, solutions, and materials for print, web, and interactive media. Develop creative and unique content in print and electronic media using color, type, illustration, photography, animation, and various print and layout techniques. Improve existing web pages and create new web pages content to communicate the customer's messages and themes. Prepare, design, and publish documents and media that are distributed to a federal Government audience. Deliver high-quality products under tight time constraints.

Qualifications

Minimum of 4 years’ experience. Bachelor's degree OR one of the following substitutions: Associate’s degree plus four (4) years of relevant work experience. Six (6) years of relevant work experience. Experience developing, implementing or operating a digital media marketing program and strategic marketing outreach campaign. Demonstrated ability to create marketing materials to attract diverse candidates – i.e., brochures, one pager, pamphlets. Demonstrated ability to create social media messaging to attract diverse candidates on multiple web-based market media outlets. Demonstrated work experience developing dashboards and maintaining dashboards. Demonstrated strong skills using Microsoft products to include Excel, PowerPoint, Visio, and SharePoint. Working on high-visibility or mission critical tasks. Excellent written and verbal communication skills. Ability to organize and prioritize tasks with attention to detail.
