Freelance Proposal Technical Writer(Remote)

We are seeking an experienced Technical Writer with a strong background in cybersecurity, cloud technologies, and federal IT environments. The ideal candidate will have 5+ years of experience creating and managing technical documentation for cloud infrastructure, cybersecurity programs, and federal compliance initiatives. This role requires collaboration with engineering, security, and compliance teams to produce high-quality documentation supporting federal government projects and regulated environments.

Key Responsibilities

  • Develop, maintain, and update technical documentation related to cybersecurity, cloud infrastructure, and federal IT systems.
  • Create System Security Plans (SSPs), Security Assessment Reports (SARs), POA&Ms, SOPs, policies, procedures, user guides, and operational manuals.
  • Support federal compliance initiatives including FedRAMP, FISMA, RMF, NIST 800-53, and Zero Trust Architecture documentation requirements.
  • Collaborate with cybersecurity engineers, cloud architects, DevSecOps teams, ISSOs, and system administrators to gather technical information and produce accurate documentation.
  • Document AWS and Azure cloud environments, including security controls, architecture diagrams, configurations, and operational processes.
  • Prepare and maintain documentation required for Authority to Operate (ATO) packages and federal security audits.
  • Translate complex technical concepts into clear, concise, and user-friendly documentation for both technical and non-technical audiences.
  • Create installation guides, implementation manuals, release notes, training materials, knowledge base articles, and API documentation.
  • Maintain document repositories and version control using tools such as Confluence, SharePoint, and Jira.
  • Ensure all documentation complies with organizational standards, federal regulations, and security best practices.
  • Participate in Agile/Scrum ceremonies and support documentation activities within DevSecOps environments.

Required Qualifications

  • Bachelor’s degree in Information Technology, Computer Science, Cybersecurity, English, Communications, or related field.
  • 5+ years of professional experience as a Technical Writer supporting cybersecurity and cloud-based projects.
  • Experience supporting federal government agencies or federal contractors.
  • Strong knowledge of cybersecurity frameworks and compliance standards including:
  • NIST 800-53
  • RMF
  • FedRAMP
  • FISMA
  • STIG
  • Zero Trust Architecture
  • Hands-on experience documenting AWS and/or Microsoft Azure cloud environments.
  • Experience creating technical documentation such as SSPs, SOPs, policies, procedures, and security documentation.
  • Familiarity with Agile, Scrum, and DevSecOps methodologies.
  • Strong written, verbal, and organizational communication skills.
  • Ability to work independently and collaboratively in fast-paced environments.

Preferred Qualifications

  • AWS Certified Cloud Practitioner or equivalent cloud certification.
  • CompTIA Security+ certification.
  • Experience with cybersecurity tools such as Splunk, Nessus, CrowdStrike, or Wireshark.
  • Familiarity with documentation tools including MadCap Flare, Confluence, Jira, SharePoint, and Visio.
  • Prior experience supporting ATO processes and federal security audits.
  • Knowledge of HTML, XML, Markdown, or JSON.
